Minimum quality standards

Lets have at least some public minor quality standards for featured addon articles, my suggestion:

• There should be at least one screenshot of the addon in action.
• The addon should exist. It does not need to be under active development or run under the latest orbiter version. Its enough if it was available for public download once.
• It should be no stub - as stubbing/destubbing is currently our means of verifying quality, its a good filter.
